Because the transponder on your meter may not be working and when they ride around town to read the meter remotely each quarter and if it does not respond they will send you an “estimated” billing, which is usually higher than your usage. Years ago, when a water meter could not be accessed by coming into your home to read the meter, they would send out a billing that actually read “estimated bill.” Not anymore with the radio transmitter device. If it does not receive the reading via the radio device you may be getting the estimated bill, which in turn can be a higher reading than your actual reading on your water meter. You only know it’s estimated if you ask, it does not indicate that on your bills currently.
