State College Borough Council Approves Seasonal Pedlet for Outdoor Dining at Pickle s

State College Borough Council on Monday unanimously approved a license agreement that will allow a seasonal walkway that will support outdoor dining at Bill Pickle’s Taproom during warm weather months while also improving pedestrian access along South Allen Street. The “pedlet,” will be in place from spring to fall within the two parking spaces directly in front of the 106 S. Allen St. tavern, connecting to the sidewalk and going around the Pickle’s seasonal outdoor deck. The walkway will be ADA accessible and have a fence along the street side. Hotel State College & Co., which owns Pickle’s, will be responsible for constructing the pedlet no earlier than April 1 and removing it by Oct. 31. The company will pay a $125 a month license fee for use of the sidewalk as well as a fee to replace lost parking meter revenue. Borough Manager Tom Fountaine said the latter is still being calculated but is likely to be about $15 per day based on actual meter collections.

State College Makes Changes to Testing Requirements for Police Officer Candidates

State College Borough Council on Monday unanimously approved several changes to the rules governing testing and appointment of candidates for borough police officer positions. The changes, which were approved by State College’s Civil Service Commission in March, are designed “to increase the overall number and diversity of qualified candidates who are eligible for testing and appointment as police officers,” Borough Manager Tom Fountaine said. Leann Shaw, director of human resources, said at a council work session last week that borough staff and the Civil Service Commission worked with civil service test provider Stanard and Associates to review previous testing data and develop the changes.

The State College Police Department was notified of the mural’s defacing around 2:35 p.m. on April 16. The incident is under investigation. “I can assure the community that the State College Police Department is utilizing every tool available to identify and hold accountable the persons who committed this hate crime,” said State College Assistant Police Chief Matt Wilson. The suspects defaced the mural by stenciling in a red substance over the image of King with an insignia below it. Authorities said the crime is being investigated as a hate crime which under Pennsylvania law is called ethnic intimidation.
