The legislation is not well-written. The penalty is too small, a slap on the wrist, to get Facebookâs or Twitterâs attention.   The concepts are like a first draft. It fails to harmonize with Federal law Section 230 of the Communications Decency Act of 1996, at 47 U.S.C. § 230.
