A counter argument could be ensuring taxation on consumption (in tandem with ensuring tech giants start pulling their weight) or even expenditure based purely on needs backed by statistical data such as was achieved in Baltimore. I suggest that this option is explored by the electorate, the media and political parties. I doubt it will happen, but it worked there by reducing taxes and increasing the tax revenue at the same time, no matter how paradoxical it appears
