James S.S. Williams, 18, of Fairfield, is suspected of shooting another teenager while inside a vehicle in the city’s downtown residential area. Williams was charged Thursday and is held on suspicion of illegal discharge of a firearm with negligence, carrying a loaded firearm in public and under suspicious circumstances, and illegal possession of an assault weapon, according to jail records.
