Four years after lawmakers passed a $5.3 billion transportation package, House Speaker Tina Kotek wants to allow money that bill earmarked for the Rose Quarter freeway project to also jump start two additional megaprojects and launch the state’s congestion tolling program.
Kotek’s bill, known as House Bill 3065, would allow Oregon to borrow as much as $600 million in the next few years to pay for projects to address what the state says are significant freeway bottlenecks in Clackamas County.
