Colorado Springs could spend $45 million over 15 years to fulfill the requirements of a proposed consent decree to end a lawsuit brought by the U.S. Environmental Protection Agency and other groups over the city s poor stormwater management.  The lawsuit filed in 2016 claimed the city s stormwater control efforts were underfunded and understaffed starting in 2009 and for years afterward.
