HOUSTON, Texas (KTRK) As the fallout from the winter storm drags on, the search for basic supplies becomes more difficult.
On Wednesday night, the line at a free water distribution site in Galveston wrapped around city blocks. With much of the island without water or under a boil water advisory due to power issues at city facilities, people are in need of water.
Donated by state Rep. Mayes Middleton, four bottles per person was the allotment. Some people were angry because they needed more, but most were grateful. It s, unfortunately, a lot [of people] without water. We re doing what we can, said Cesar Garcia, the parks director for the city of Galveston as he handed out water.

A severe winter storm is currently wreaking havoc in many southern states of the United States. And going by the pictures on social media, things look particularly bad in Texas.
Temperatures in the state have plummeted to- 18°C, triggering warnings from officials about an imminent disaster. According to reports, the harsh winter conditions have left millions in the state without heat and water for ver two days.
Some pictures and videos doing the rounds on social media show the severity of the cold wave. One video, shared on TikTok, showed how a fish tank turned into a solid block of ice during the cold wave.

“I thank President Biden for quickly issuing a Federal Emergency Declaration for Texas as we continue to respond to severe winter weather conditions throughout the state,” said Abbott. “This disaster declaration provides Texas with additional resources and assistance that will help our communities respond to this winter weather.

What is FEMA?
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security, which came into existence under Jimmy Carter’s presidency in 1979. The agency’s primary focus is to coordinate the response to a disaster in the United States.
As per the signed Executive Orders, the governor of the state in which the disaster has occurred must declare a state of emergency and formally request the president that FEMA should respond to the disaster.
