Police spoke to Taylor who appeared disorientated and was not making sense.
She was scratching and rubbing her face while police spoke to her and was vague and sluggish to respond.
She was swaying as if unbalanced and had pinpointed pupils.
She returned a negative breath test and was arrested for driving under the influence of drugs.
Taylor was taken to the hospital for blood to be taken however attempts to extract blood were unsuccessful due to heavy scarring on her veins from extensive needle use.
When questioned about when she last used an illegal drug, she said she was on the methadone program and had not used any other drugs.

A street racer who versed his mate on a main Gladstone thoroughfare, appeared in court on Monday.
Joshua Liam Slater, 28, pleaded guilty in Gladstone Magistrates Court to racing between vehicles or animals on a road.
Police prosecutor Merrilyn Hoskins read the facts to the court and Acting Magistrate Mark Morrow.
On December 17, at 11pm, at West Gladstone, Slater was observed by police engaging in a street race in his blue commodore sedan against a motorcycle on Park St.
Police intercepted both racers further up the road on the Dawson Hwy and identified the commodore driver as Slater.

UPDATE 7.32AM: A man was taken to hospital after a car vs motorbike crash at Clinton on Friday morning. A Queensland Ambulance Service spokesman said a man was taken to Gladstone Hospital in a stable condition with limb injuries. A Queensland Police Service spokesman said the inbound lane on the Dawson Hwy was now open and traffic was flowing.
INITIAL 6.49AM: Emergency Services were called to Don Young Dr and the Dawson Hwy about 6.30am. A Queensland Ambulance Service spokeswoman said a man was being assessed for head and arm injuries. The QAS spokeswoman said the crash was a head on collision.

The Observer her son was assaulted outside the Kin Kora McDonald s on Wednesday night. Ms Mckay said her son was hospitalised from the assault and the incident was caught on CCTV cameras. A Queensland Ambulance Service spokeswoman confirmed paramedics were called to Kin Kora McDonald s about 7.30pm on Wednesday to treat a teenage boy for an alleged assault. She said the boy was taken to Gladstone Hospital in a stable condition with head, facial and back injuries and spinal precautions were taken.
