The city of Tuscaloosa on Monday will swear in a majority of its new City Council members. But these role of Tuscaloosa City Council member has only existed since the mid-1980s and the people who engineered the change to the council form of government say the switch was an important step toward guaranteeing that Blacks would have a greater voice in how Tuscaloosa was run. For years, Tuscaloosa had a commission form of government, with one mayor and two commissioners who were elected at large, by the entire city. The change in 1985 to council-based form of government meant that seven different council members represented specifically designated parts of the city.
