The video was taken from Tanah Merah. Another individual who spotted it from Tanah Merah was Ayman Husna. According to The Straits Times, a reader said she saw the waterspout from her apartment in Bedok at around the same time, in the direction of Bedok Jetty. A waterspout is a weather phenomenon that happens over coastal waters, when there is a difference in temperature between the atmosphere and the water body.
