One Government source said there was a belief among officials that passengers in hotels should be treated the same as those quarantining at home, and it could also reduce the price. However, another source said the hotel stay would only be cut if there were capacity issues.
Last night, Minister Donnelly told RTE PrimeTime it would be concerning if EU countries such as France, Germany and Italy with high levels of worrying Covid variants are not added to Ireland’s mandatory hotel quarantine list.
The Minister said that the mandatory quarantine system was there as an extra level of biosecurity reserved for the “most highest risk countries” and these are what it should be used for”.
There has been a 27 per cent increase in the number of complaints received in the last year with a majority of people surveyed describing how they fell foul of the problem on the street.

A DRUGS trade “gilly” was once convicted of taking part in the kidnapping and torture of a friend who was then killed by his father, a court heard.
Scott Knight (47), who was caught running a “cannabis” delivery service during the pandemic, had never recovered from his experience of being “coerced” by his father into his friend’s torture.
Knight had served a sentence for being an accessory, while his father had been convicted of murder, Dublin District Court was told.
The details of Knight s criminal past emerged when he pleaded guilty to sale or supply of cannabis in the capital last week. Knight, of MacUilliam Avenue, Tallaght, had the drug dealing case adjourned, for a probation report.
Irish make-up artist Bonnie Ryan has opened up about the passing of her father Gerry Ryan, and how she’s tried to find silver linings.
Former RTÉ radio and television presenter Gerry Ryan died in April 2010, and almost 11 years on, his daughter reflected on how glad she is that there are so many clips and recordings of him.
“I’m so lucky that his job was on TV and on radio where I have an unlimited amount of access to watching him, to hearing him,” she said on the

“Sometimes I might go a couple of weeks without watching or hearing anything, and very quickly - I know people say ‘never forget’ - but like you forget for a second kind of like ‘what do they sound like? I need to hear them again’.
North Cork sources said she had been very ill over recent weeks.
On October 26, Tadg and Diarmuid confronted Mark in the bedroom of the family home at Assolas outside Kanturk in north Cork and shot him multiple times.
Anne, who was also in the farmhouse, was left unharmed by her husband and youngest son though they took her mobile phone - forcing her to run to a neighbour s house to raise the alarm.
Mark was later found dead in his bedroom by Gardaí.
The bodies of his father and younger brother were located by Gardai some 600 metres from the farmhouse off the Castlemagner-Kanturk road.
