Duenas wants $300 million in trust fund for GMH, updates on spending priorities

View Comments Sen. Christopher Duenas has introduced a bill intended to ensure that funding provided through the American Rescue Plan is committed toward the construction of a new hospital. The Building Trust Act would take the $300 million in federal money that Gov. Lou Leon Guerrero stated she would commit towards building a replacement for the Guam Memorial Hospital and place it in a trust fund to be managed by the Guam Economic Development Authority.  The trust is already in existence, in accordance with Public Law 12-69, Duenas said. The proposed act would supplement it with incoming federal funding, and allow for the trust to be able to receive further funds appropriated by the legislature as well as private donations.

Farmer registry bill and clean water resolution move to vote

A bill and a resolution concerning environmental protections were discussed at a legislative session on Monday and will be going up for vote at a later time.  Bill 63 would require farmers who desire to sell locally grown produce or aquaculture products to register with the Department of Agriculture. Sen. Clynt Ridgell authored and the registry created will help the department to provide needed resources to local farmers. 63 follows Bill 62, which intended to hold those caught stealing produce, a problem facing local farmers such as Ernie Wusstig, accountable for agricultural theft. Now, Bill 63 would hold vendors and food sellers who purchase stolen produce from unregistered farmers liable, facing the suspension or revocation of business licenses.

Joanne Brown and received bipartisan support at an April 21 hearing. “I like legislative findings and intent,” Sen. Joe San Agustin said. It is essential to the maintenance of our democracy that public business be performed in an open and transparent manner.” Meetings would be posted to the official websites of agencies or else streamed on the appropriate government channel. Any action taken at a meeting that fails to comply would be void under the provisions of the bill. Certain agencies, such as the Guam Land Use Commission, have taken to doing live broadcasts.
