Methuen s police chief is on leave after a scathing report from Massachusetts officials investigating his salary and those of other high-ranking officers.
Mayor Neil Perry said Friday that Chief Joseph Solomon and Capt. Greg Gallant have been placed on paid administrative leave.
The report from Inspector General Glenn Cunha, Leadership Failures in Methuen Police Contracts, found that former Mayor Stephen Zanni and the city council likely violated state laws and did not comply with Methuen s rules when Solomon s contract was negotiated. As a result of this continued investigation, the OIG found a failure of leadership at all levels, Cunha s report noted.

METHUEN â Police Chief Joseph Solomon and superior officers union President Capt. Greg Gallant have been placed on paid administrative leave following the release Wednesday of the final report by the state inspector general that found irregularities with a union contract which led to exorbitant salaries for superior officers and the chief.
The report, made public about 3 p.m., found that in 2017, then-Mayor Stephen Zanni, the City Council, Solomon and Gallant all failed the people of Methuen.
âThis total failure of leadership by Methuenâs former mayor and City Council allowed Chief Solomon and then-Captain Gallant to put their personal financial interests ahead of the interests of the citizens they swore an oath to protect and serve, said Inspector General Glenn Cunha.
