Gunman who killed innocent bystander wins partial appeal, will be resentenced Updated Dec 22, 2020; Posted Dec 21, 2020 James Wheeler in court in this March 2018 file photo.(Photo by Reena Rose Sibayan | The Jersey Journal) Facebook Share A gunman who fired into a crowd on a Jersey City street five years ago, killing an innocent bystander working on a parked car, has won a partial appeal that will see him resentenced. James Wheeler was 19 when he was charged with killing 50-year-old Larry Freeman on Sackett Street in May 2015. The teen later admitted his actions, saying he was chased and shot at earlier that day, and in a fit of revenge – and on pills and weed - fired at a crowd of people. Freeman, a married father of five who liked to work on cars, was slain by a stray bullet.
