May 6 Kansas City s elected officials have eliminated jaywalking and two other minor offenses amid a push to reform city laws that are disproportionately applied to people of color.
Sponsoring the legislation was Mayor Quinton Lucas, who has pointed to the changes as part of an effort to decriminalize aspects of daily existence for Kansas Citians and eliminating our enforcement disparities by race at their foundations. It cleared the City Council Thursday by a vote of 10-0.
The legislation strikes jaywalking from the city s code of ordinances altogether. It also removes penalties for operating passenger vehicles, bicycles and electric micromobility devices like the city s rentable scooters with dirty tires. In the past three years, Kansas City police issued more than 100 tickets for jaywalking. And far more citations went to men than women, and far more to Black people than whites.
On Thursday, the Kansas City Council voted 10-0 to eliminate tickets and penalties for jaywalking and to limit the chances for what many people see as criminal penalties for simply walking while Black.
Mayor Quinton Lucas and other council members said traffic laws like that expose residents to unnecessary interactions with police. And they said the minor infractions get enforced in biased and arbitrary ways that hassle people of color without doing much to improve public safety.

A 14-year-old boy has been questioned by police over the attack of a 59-year-old female coach driver. An investigation was launched after Jane Brown was battered in an unprovoked assault as she locked up her Megabus at Liverpool ONE at midnight.
A yob secretly boarded the coach and demanded he be taken to Aigburth, even though she didn t run a public transport bus service and had finished work for the night.

KANSAS CITY, Mo. â Getting a ticket for jaywalking may soon be a thing of the past in Kansas City, Missouri.
The City Council will consider a proposal Thursday to repeal the existing law. The legislation, sponsored by KCMO Mayor Quinton Lucas, was approved by the Transportation, Infrastructure and Operations Committee Wednesday.
Lucas said jaywalking violations do not make people safer and often lead to unnecessary interactions with law enforcement.
During a committee hearing Wednesday, Jane Brown, general legal counsel to Lucas, detailed the 123 jaywalking tickets written between 2018 and 2020. The data shows the law disproportionately affects communities of color.
