State House leaders promise vote for recreational marijuana By Ken Dixon The State Capitol building in a 2016 file photo HARTFORD The Democratic leaders of the state House of Representative held out hope Wednesday morning that the controversial recreational marijuana bill could still be voted upon before the midnight legislative deadline. But Speaker of the House Matt Ritter and House Majority Leader Jason Rojas said that the General Assembly will roll into special session at 12:01 a.m. Thursday, because the final pieces of the budget legislation will need to be acted upon. Included in the special session will be some bills that would otherwise expire at midnight including one of the Senate’s top priorities: an extensive voting-rights bill that would require employers to give workers at least two hours off on election day to vote.
