A fluffy snow was falling across the state early Sunday afternoon and was expected to build to as much as ten inches in some areas. Most of Connecticut can expect four to eight inches as the storm winds down late this afternoon into early evening, meteorologist Garry Lessor said. The forecast for Monday is partly sunny, but another storm is moving in Tuesday morning, with light to moderate accumulations through much of the day, Lessor said. As of 1:30 p.m. on Sunday, about four inches had fallen in Southington, five in Newtown and 3.4 inches in Clinton. The heaviest bands of snowfall had shifted to the east, Lessor said, and shoreline residents from New Haven to the Rhode Island border could expect five to ten inches.

Manchester leaders are considering local penalties against people who feed wild animals, endangering themselves, their neighbors and the animals they mistakenly believe are helped by a handout. “Feeding of wildlife poses real dangers to people and animals,” board of directors member Dennis Schain said Monday. The board is to meet Tuesday, but the proposal likely will be tabled, Schain said, as he works with the town attorney and staff “to fine-tune the language to make certain that what we put in place is practical, effective, and enforceable.”
