POWNAL â Addressing errors on hundreds of mailed annual town reports has led to cancellation of the Pownal March 2 election, which will have to be rewarned.
Meeting in emergency session Tuesday night, the board heard that approximately 1,100 mailed reports were returned by the post office and had to be remailed with corrected address labels attached.
The legal problem, said board liaison Rebecca Dragon, is that the state requires reports to be delivered to voters 10 days prior to an election. An unusually large number of returned reports was first noticed on Thursday, and the scope of the problem understood by Friday, officials said. But that did not allow enough time to get them to voters with corrected addresses.

POWNAL â The Select Board has released details of the townâs long-delayed fiscal 2019 audit report, and officials hope to have the fiscal 2020 report before the March 2 annual town meeting.
A separate forensic audit also was contracted for by the board in 2019, after board members heard concerns from the elected town auditors about possible mismanagement of accounts and town funds.
That report also hasnât been finalized, said board liaison Rebecca Dragon during a presentation on the audit situation Thursday.
The town is working through its attorney âto come to contractural completionâ with the forensic auditing firm concerning âsome of the documentation deemed incompleteâ by the Select Board, Dragon said. She added, âWe hope to shortly come to a resolution,â allowing the forensic audit to be made public.
