Carmel approves water tower light display, roundabout art

The Carmel City Council approved a $25 million borrowing plan for redevelopment projects Monday, including a Midtown water tower light show and art displays at two roundabouts but nixed funding $650,000 for informational kiosks around the city. In a 5-3 vote, the council approved $1.5 million to outfit the water tower north of City Center Drive with colorful LED lights that can display images or written messages such as birthday wishes. The council wants the Carmel Public Art Advisory Committee to review the plan and the city to come back before it with more detailed cost estimates. Mayor Jim Brainard is pushing the project because he said it will add energy and pizzazz to Midtown at night, turning an “eyesore  into a asset. But some councilors said they are worried that the light display will be gaudy and detract from the upscale appeal of the neighborhood. Others said it could be intrusive for residents nearby.
