Sebastian's $700,000 stormwater master plan will benefit lagoon water quality

SEBASTIAN The city will spend $700,000 to develop a new master plan to manage its stormwater. Arcadis U.S., of Orlando, will develop the master plan, which will review the city’s stormwater collection system and make recommendations for capital improvements over the next 10 years. The City Council approved a consultant contract with Arcadis Wednesday. “It’s a program that’s going to be a living document, explained City Manager Paul Carlisle. “It’s not going to be a book that sits on a shelf. It’s something that’s going to plan out over the next 10 years, prioritize projects and help us with funding.”

Russell Housman, serving a life sentence with the possibility of parole in the Alabama prison system, asks for people to be open-minded about what he and others say are inequities in the state’s Habitual Felony Offender Act (HFOA). Housman’s step-father, Danny Dodson, is trying to convince legislators to fix what Dodson also sees as an inequitable law. Dodson has made some progress. A bill in the Legislature would allow some people sentenced under the HFOA to ask for a new sentence in the the court where they were convicted.
