New Mexico Early Childhood Education proposal finally gets through Senate Finance

LAS CRUCES - The seventh time proved to be the charm Tuesday, March 16, as legislation to increase funding for early childhood education by taking more each year from the Land Grant Permanent Fund passed the New Mexico Senate Finance Committee for the first time. Similar legislation has been passed by the House of Representatives in each of the past six sessions, but has died without a vote each year in the Senate Finance Committee under former Chair John Arthur Smith of Deming. Smith lost in the Democratic primary election last year, elevating Sen. George Muñoz, D-Gallup, to chair. Muñoz joined with other Democrats on the committee in approving House Joint Resolution 1 on a 7-4 party-line vote, but he still clearly carries the scars from past battles.

The proposal, House Joint Resolution 1, has passed the House five years in a row, including last month. It would deliver an extra $170 million a year for early childhood education by boosting the annual distribution from the Land Grant Permanent Fund by 1 percentage point, from 5% to 6%.

Patty Lundstrom, D-Gallup, takes the oath of office on the House floor on the first day of the 2021 legislative session. Luis Sánchez Saturno/The New Mexican By DANIEL J. CHACÓN An overnight success? Hardly. Her first venture failed miserably. “We were broke at the end of it,” the Gallup Democrat, now 60, recalled in a recent interview. “We had to close up shop two weeks early.” But the experience operating a concession stand at the government-owned swimming pool in the village of Milan, where she grew up proved valuable for the ambitious self-starter. Looking back, she said it offered lessons that helped shape her.
