Marcus Randle-El made an initial appearance in Rock County Court via a Zoom call Thursday afternoon.
He also faces additional charges of aggravated battery and loan sharking for a different case.
Assistant District Attorney Jerry Urbik requested a $5 million cash bond on the two homicide counts, as well as $100,000 for the third and fourth counts.
The state also requested Randle-El be prohibited from having contact with the victims’ families, possessing a gun and leaving the state.
Friends and relatives of the victims gave testimonies during the hearing, including Winchester’s mother, Justine Watson.
