About the Project
This paper was produced through a three-year dialogue led by Carnegie and the Shanghai Institute for International Studies, with inputs and review provided by American and Chinese technical and military experts.
The Carnegie team consisted of George Perkovich, Ariel E. Levite, Lyu Jinghua, Katherine Charlet, Michael D. Swaine, and Wyatt Hoffman. The U.S. experts consulted included Robert Schmidle and John A. Davis. (Please note that the list of Carnegie experts includes some individuals that have since departed Carnegie.)
Outlook for This Week in the Nation’s Capital
Congress. The House and Senate are in recess until next week.
FY22 Budget and Appropriations. The White House delayed the release of its FY22 “skinny” budget last week, though it is expected to be released as soon as this week instead.
Jobs and Infrastructure Package. President Joe Biden introduced the American Jobs Plan last week, the first half of a two-part package. The plan proposes $2.3 trillion over eight years for job creation and to modernize the nation’s infrastructure, including roads, bridges, ports, transit systems, airports, broadband access, housing, water systems, climate resiliency, and manufacturing. Other provisions include $100 billion for modernizing the power sector, research and development investments which includes $50 billion for the National Science Foundation (NSF), and $100 billion for workforce development programs. The White House
National Security Advisor Jake Sullivan spoke by phone today with NATO Secretary General Jens Stoltenberg, reaffirming the Biden Administration’s commitment to the Alliance. He expressed support for the Secretary General’s NATO 2030 initiative to continue adapting the Alliance to address systemic and transnational challenges, including cyber threats and climate change. Mr. Sullivan and the Secretary General also discussed NATO missions in Afghanistan and Iraq, and their shared concerns about Russia’s destabilizing activities. They noted the importance of continued Allied efforts to enhance burden-sharing and agreed to work closely together ahead of the NATO Summit to be held this year. Mr. Sullivan previewed the March 18 meeting that he and Secretary of State Blinken will hold with Chinese officials and welcomed NATO’s work to strengthen its dialogue with Indo-Pacific partners.
