Foreign Affairs CS to negotiate, sign deals in proposed law by ALLAN KISIA Image: EZEKIEL AMINGA • Foreign Service Bill 2021 also gives the CS powers to approve the accreditation of a high commissioner, ambassador and diplomatic consuls to serve more than one country or jurisdiction. • The Bill further mandates the CS to give advice to the President and Cabinet on matters to be included in the country’s foreign policy. The Cabinet secretary for Foreign Affairs will negotiate and sign international agreements on behalf of the country if a Bill before Parliament is passed. The National Assembly will have to ratify any such agreements.
