Last week, the Deschutes County Commission approved initial American Rescue Plan Act (ARPA) investments for projects that total more than $2.85 million.
“We’re looking critically at the ways we can make strategic investments to help move our communities forward,” said Deschutes County Commissioner Tony DeBone. “These funds represent a unique opportunity for regional partnership as we all work together toward recovery.”
Initial ARPA investments approved by the Board of Commissioners include:
$1 million to support the first phase of the Oregon State University-Cascades, Central Oregon Community College and Bend Chamber Little Kits Early Learning & Child Care Center project. The first phase of the Little Kits Early Learning & Child Care Center is expected to provide childcare for 70 to 100 children in Bend.

Tuesday evening, an Oregon State Police Trooper stopped a 2006 Saturn for failure to drive within its lane of travel on southbound U.S. Highway 97 near milepost 128. During the traffic stop, the Trooper noticed signs of criminal activity, and a consent search was conducted. The search of the vehicle revealed approximately 4.4 pounds of methamphetamine and approximately 1.1 pounds of suspected fentanyl pills concealed in the vehicle.
The driver was identified as Yurida Barrera Alonso (38) from McFarland, California and the passenger was identified as Ernesto Adolfo Linares Gomes (33) from Bakersfield, California. Both individuals were lodged at the Deschutes County Jail for Unlawful Possession and Delivery of Methamphetamine and Unlawful Possession, Manufacture, and Delivery of a Schedule II Controlled Substance.
