Department of Interior and Local Government Undersecretary (DILG) Jonathan Malaya confirmed Tuesday in an interview over GMA News that the rank of Police Senior Master Sergeant Jonel Nuezca has been downgraded.
Malaya noted that Nuezca who was assigned at the Parañaque police crime laboratory was demoted for a grave misconduct complaint filed in 2014.
On Sunday, Nuezca shot 52 year-old Sonya Gregorio and her son 25-year old Frank near the victim’s house in Paniqui, Tarlac at the height of an argument.
The incident was caught in a video that spread online with the public condemning the police officer’s act.

Former Philippine National Police Chief and now Senator Ronald “Bato” dela Rosa renewed his call to revive the death penalty in the Philippines in light of the Tarlac shooting wherein a police officer killed two people.
“Ayaw nila ng death penalty eh! ‘Yung ginawa ng pulis na cold-blooded killing is double murder and a heinous crime na dapat ang parusa ay death penalty pero hanggang ngayon hirap na hirap pa ring umusad ‘yung in-author kong death penalty bill,” Dela Rosa said.
Dela Rosa believes that capital punishment could deter killings.
“Sino pa ang gustong pumatay ng tao kung alam niyang papatayin din siya via death penalty?” Dela Rosa said.

On November 16, a number of U.S. lawmakers, including Senators Ed Markey and Elizabeth Warren, wrote to Secretary of State Mike Pompeo, urging him to “address the alarming deterioration in human rights protection and democratic rule in Cambodia” by imposing sanctions on senior government and security officials.
This was only the most recent congressional request for action. The Gardner-Markey Asia Reassurance Initiative Act of 2018 imposed human rights and democracy-related conditions on U.S. assistance to Cambodia. The Cambodia Democracy Act of 2019 sought to freeze assets of and restrict visas for Hun Sen’s senior officials. During the Trump administration, these requests have found purchase, with the White House condemning Hun Sen’s crackdowns and curtailing some aid programs.
