The powerful bicameral Commission on Appointments (CA) on Monday, May 17, confirmed the promotion of Armed Forces of the Philippines (AFP) Brigadier General Henry Dayaoen as Major General.
Dayaoen’s confirmation appeared to have been rushed because he could no longer be legally promoted less than a year before his retirement on May 17, 2022.
The CA usually goes into plenary session on Wednesdays to confirm or bypass a presidential nominee or appointee.
Dayaoen’s confirmation was made during the CA’s plenary session presided by Senate President Vicente C. Sotto III, concurrent CA chairman.
Senator Panfilo Lacson, chairman of the Senate national defense committee, seconded the motion to confirm Dayaoen’s promotion made during a hearing by the CA national defense committee.

THE SENATE will prioritize the priority measures such as the amendments to the Public Service Act, Retail Trade Liberal Act and the formation of the Department of Overseas Filipinos, among other measures, when it resumes session Monday, Senate President Vicente C. Sotto III said.
“Priorities will be Public Service Act, Retail Trade Act, Dep’t of OFW and a few others,” he told reporters in a phone message on Thursday.
The measures were among the those identified by the Legislative-Executive Development Advisory Council as priority measures in March.
The amendments to the Public Service Act and to the Retail Trade Liberalization Act were targeted by the LEDAC for passage by June, while the creation of a Department of Overseas Filipinos is expected to pass by December.

The SENATE is still consulting government agencies and the private sector on the need for a third stimulus package for the coronavirus pandemic, which the House of Representatives is pushing aggressively for.
Senator Juan Edgardo M. Angara said the Finance committee is closely monitoring developments of the proposed third stimulus law, known informally as Bayanihan III, as the legislation makes its way through the House of Representatives.

The Philippines on Friday took delivery of 1.5 million more doses of CoronaVac made by China’s Sinovac Biotech Ltd., a task force said in a social media post on Friday.
The country has received 5.5 million doses of vaccines five million from Sinovac, 525,600 from AstraZeneca Plc. and 15,000 from Russia’s Gamaleya Research Institute of Epidemiology and Microbiology.
The Health department said about 2.1 million doses had been given as of May 4, with 320,586 people having completed their vaccination.
Vaccination continues for healthcare workers, senior citizens and people who are seriously ill.
Vaccine czar Carlito G. Galvez, Jr. earlier said the country would take delivery of about 1.3 million doses of the vaccine developed by Pfizer, Inc. this month.
