Stamp Duty: FIRS, JTB pick holes in NIPOST bill

But JTB and FIRS said the provisions of the bill that gives NIPOST the power to denote, authenticate and validate instruments, as presently drafted, was a duplication of existing legislation particularly the section 4 and 5 of the Stamp Duties Act. Speaking at a public hearing on the bill organised by the Senate Committee on Communications, the Secretary of JTB, Nana-Aisha Obomeghie, said the bill replicates and muddles provisions regarding the collection of stamp duties that are already contained in the Stamp Duties Act (SDA). Mr Gbonjubola Matthew, Coordinating Director Special Tax Operation, FIRS, said “Asking the NIPOST to be exclusively in charge of stamp duty will be against the spirit of the constitution.”

Dr Isa Pantami, Minister of Communication and Digital Economy made the call at a one-day public hearing in Abuja on Monday. The public hearing was organised by the Senate Committee on Communications was on two bills- the Nigerian Postal Service amendment bill and Nationwide Toll-free emergency number establishment Bill, 2021. Pantami said that a situation where the regulator was also involved in the provision of postal service would not make for effective operations of NIPOST.

Senate Advocates for an Operational Emergency Toll Free Number Across States

BENIN CITY – The Senate is advocating for the establishment of a Nationwide primary emergency telephone number for reporting emergencies to relevant agencies of Government, across all the states of the Federation. This formed part of discussions at the one-day Public Hearing on the Nigerian Postal Service Act and the Nationwide Toll-Free Emergency Number establishment bill organized by the Senate Committee on Communications headed by Senator Oluremi Tinubu. In her presentation, Senator Tinubu noted that the Toll-Free emergency number will give the Nigerian Communications Commission (NCC) powers to supervise and ensure compliance. According to her, the current objectives of NIPOST Bill is to encourage investment, protect rights and interests of service providers, provide postal services to areas that were erstwhile not sustainable, promote small and medium enterprises while engendering innovation, integration and inclusion in keeping up with current trends.
