As the country begins to turn the corner on the collective trauma of the pandemic era, both states and the federal government will need to be very intentional about mental health and substance abuse policy and funding. It was a small mention at the end of a seven-hour budget discussion Saturday. Fittingly, while offering financial advice for setting the city s tax levy rates, Councilmember Susan Mims, 64, said she would not seek reelection at the expiration of her term this year. This is my 12th and last year; in terms of doing this, I would pass on one piece of advice, Mim told her fellow councilors: I would encourage us not to get close to the maximum on any more of these levies than we absolutely have to be. Otherwise, that leaves very little flexibility as you go forward into the next year and the years afterward.
