Indiana Carbon Market Bill Passes First Hurdle in State Senate A bill backed by farmers and environmental groups that establishes a voluntary carbon market in the state unanimously passes the Senate Natural Resources Committee. Enrique Saenz February 3, 2021 A bill backed by farmers and environmentalists establishing the state’s first carbon market has passed its first hurdle toward becoming a law. Senate Bill 373, authored by three Republicans, establishes carbon market registration program that facilitates carbon market trading in the state and allows the President Benjamin Harrison Conservation Trust Fund to take part. Carbon markets work by allowing companies to offset the amount of greenhouse gases they emit by purchasing carbon credits worth a certain amount of carbon dioxide emissions.

Environmental bills to pay attention to this session

More than 75 bills related to the environment have been filed at the Indiana General Assembly, a swell that was somewhat unexpected in a year when lawmakers are facing major issues such as the ongoing COVID-19 pandemic, racial inequality and widespread economic hardship. Some of the bills could mean big steps forward for reducing Indiana’s carbon emissions footprint, boosting “green” industries in the state and cleaning up Indiana’s water and air.  On the other end of the spectrum, other bills could repeal entire laws protecting the state’s natural wetlands or potentially limit Hoosiers’ ability to protect themselves from factory farm pollution.

The proposed bill would require the Indiana Department of Environmental Management to conduct onsite inspections of every concentrated animal feeding operation at least once every year. CAFOs can provide a low-cost source of meat, milk and eggs, but can also negatively affect water sources and air quality. IDEM’s Office of Land Quality inspects CAFOs during the first six months after they have been populated, during a change of regulatory status and after a transfer of ownership. IDEM said visits to CAFOs are “conducted as needed depending on issues identified.” The bill has been proposed in the Legislature in the past, but did not get beyond the Senate Committee on Environmental Affairs during the 2020 legislative session.
