Some Southwest Portland neighborhood leaders wary after audit, fallout with city.
Southwest Neighborhoods Inc., the district coalition overseeing 17 neighborhoods in Southwest Portland, has effectively been gutted of staff and resources. Some neighborhoods are now calling for a new model for neighborhood involvement at the city level.
On Wednesday, Jan. 13, the Southwest Neighborhoods Inc. (SWNI) Board of Directors voted to lay off all staff except a part-time bookkeeper.
The move came as the organization s financial resources were dwindling and SWNI s bookkeeper recognized the nonprofit district coalition likely wouldn t be able to pay its bills through the end of January.
The layoffs took effect Jan. 15 and included the organization s nearly 40-year executive director, Sylvia Bogert.
Portland residents have a right to know how their district coalitions operate behind the scenes
I am a former Hillsdale Neighborhood Association president and Southwest Neighborhoods Inc, known as SWNI, board member. I am also a co-plaintiff in a pending lawsuit against SWNI for their refusal to turn over documents in response to my public records request.
The city of Portland provides grants to support civic engagement for 95 neighborhood associations through five independent 501(c)(3) district coalitions and two city staffed offices for geographic representation. SWNI received an aggregate $3.174 million over the last 10 years and the anticipated SWNI grant award for FY20/21 was $297,414 of taxpayer funding, which is 85% of their annual funding. Therefore, SWNI is primarily taxpayer-funded and has been for over 40 years with annual five-year, no-bid contracts.
SWNI s future rests in new council s hands
A new city council will be tasked with shaping the future of Southwest Neighborhoods Inc.
Despite a lengthy admonishment from Commissioner Chloe Eudaly Wednesday, Dec. 9, Portland city commissioners voted to table a proposal that would have temporarily shifted resources and responsibilities away from the Southwest Portland district coalition to Southeast Uplift.
The ordinance brought forward by the Office of Community & Civic Life would have provided Southeast Uplift an additional $145,000 to perform many of the roles currently being fulfilled by Southwest Neighborhoods Inc. (SWNI), after a recent audit concluded SWNI mismanaged or misspent a significant chunk of city grant funding over the past decade.
