The certificate will facilitate free movement without discrimination and contribute to the EU’s economic recovery.
The Civil Liberties Committee has endorsed the EU digital COVID Certificate package with 52 votes in favour, 13 votes against and 3 abstentions (EU citizens) and with 53 votes in favour, 10 votes against and 5 abstentions (third country nationals).
The EU Digital COVID Certificate will be issued by national authorities and be available in either digital or paper format. A common EU framework will allow member states to issue certificates that will be interoperable, compatible, secure and verifiable across the EU.

European Parliament President, David Sassoli, will represent the European Parliament at the summit and:
- address the heads of state or government at 19:00 on 24 May
- hold a press conference on Tuesday (25 May) at 10:00.
On 24 and 25 May, EU leaders will meet physically to discuss the response to the COVID-19 pandemic, the fight against climate change, EU relations with the UK following the entry into force of the trade and cooperation agreement, and relations with Russia.

deal on Thursday (20 May) on COVID-19 certificates designed to facilitate travel and help revive tourism in Europe.
Once the political compromise on the EU digital COVID certificate, previously known as the European digital green certificate, is approved by the Parliament and by the Council representing the 27 EU countries, it will come into force on 1 July.
The agreed text will be put to the Parliament’s Civil Liberties Committee (LIBE) on 26 May. If confirmed, it will be tabled for adoption during Parliament’s plenary session on 7-10 June. In parallel, the Council will have to confirm the agreement as well.
