It’s also cut-throat competitive. Waste Pro’s current contract with Palm Coast is a $9 million-a-year business, up from $7 million a decade ago. When a contract is up in a local government, haulers not only respond to requests for proposals. They also often swoop in with the lobbying and the courting of local officials–if those officials let them.
