Article content The U.S.’s largest labour union is leading a complaint over working conditions at an auto-parts factory in Mexico, the first case to test whether enforcement provisions in a new trade agreement can help to improve working conditions. The AFL-CIO, together with other organizations filed a complaint against Tridonex, a factory in Matamoros in the northern state of Tamaulipas, Mexico, they said in a statement Monday. It’s the first complaint filed under the rapid-response mechanism of the U.S.–Mexico–Canada Agreement, which went into force in July and replaced the North American Free Trade Agreement.

Reached in late 2019, the United States-Mexico-Canada Agreement, or USMCA, replaced the North American Free Trade Agreement of 1994 that created a free trade zone for the three countries and eliminated tariffs on most of Mexico’s exports to the U.S. while also cutting tariffs on U.S. exports to Mexico.

The complaint, filed by the AFL-CIO, the Service Employees International Union (SEIU), and the Sindicato Nacional Independiente de Trabajardores de Industrias y de Servicios Movimiento (SNITIS), addresses labor violations at Tridonex, an auto parts factory based in Mexico. The complaint will be the first test of the labor reforms included in the USMCA. Workers at Tridonex have reportedly been denied their right to organize for more than two years and have faced harassment and termination for their union activity.
