The Paso Robles City Council met Tuesday to discuss potential changes to sewer rates, among other items.
Council directed staff to bring back a specific rate proposal for sewer rates, with options, at their Feb. 16 meeting, with a proposed public hearing notice to commence the Proposition 218 notice and hearing process for adjusting sewer rates. The proposed rate increase would be 24-percent in July of 2021, and then 8-percent for 2022, 23, and 24. See graph above.
The city provides for the collection, treatment, and disposal of wastewater for nearly every home, business, and other facility in Paso Robles. The city wastewater system includes 126 miles of sewers, 14 sewage lift stations, and a 4.9 million gallon per day capacity wastewater treatment plant. Sewer rates are the main source of revenue for the operation and maintenance of the city wastewater system. The capybara is 77 to 150 pounds of giant, water-loving-rodent cuteness. An animal that bears the mantle of “world’s largest rodent” doesn’t sound like the most adorable thing you can imagine but this creature from its appearance to its demeanor truly pulls out all the stops.
You know you’re looking at a capybara if you’ve come face to face with what essentially appears to be a large (
extra large) guinea pig. They have stout bodies, rectangular heads, no tails, and little ears.
Though they’re known by a few different names throughout their native South America, the word “capybara” derives from their Tupi name which roughly translates to “one who eats slender leaves.” Its Latin name is less ethereal, translating simply to “water hog.”
Daily precipitation is measured in inches collected at the Paso Robles Water Yard, 1230 Paso Robles Street in downtown Paso Robles. The measurements are taken at 7 a.m. for the preceding 24 hours of rainfall. Paso Robles Water Division has recorded an average annual rainfall total of 14.11″ from 1942 – June 2014.
Over the past week, Lake Nacimiento rose from 21-percent of total capacity to 39-percent. Lake San Antonio rose from 16-percent of total capacity to 19-percent.

UPDATE (3:15 p.m.) - A woman who was stranded on an island in the Salinas River in Paso Robles was brought safely to shore on Thursday afternoon.
Emergency crews received the call about the stranded woman just after 2 p.m.
Three rescue swimmers from the Paso Robles Fire Department were used to bring the woman to safety.
