First my thanks to Prime Minister Costa for putting social rights firmly on the map and on our agenda by calling this Summit.
We meet today in Porto at a pivotal moment for Europe.
We are living in turbulent and fast-changing times. And it is critical that these changes happen in a socially-fair way.
During the pandemic, our welfare states have protected Europeans lives and income. And the EU showed true solidarity by immediately making the SURE instrument a reality to support Member States.
