The so-called “bathroom bill” was in the 2017 Texas Legislature session and did not pass. This year, however, Equality Texas – a political advocacy organization that advocates for LGBTQ+ rights – has identified more than 10 bills it says target transgender youth and families. In the past few weeks, bills that would ban gender-affirming healthcare for youth and prohibit youth participation in sports that align with a transgender person’s preferred identity have been moving through the House and Senate.

Senate Bill 1646 is among several other bills that advocacy groups say erode the rights of transgender Texans. Authored by Lubbock Republican Sen. Charles Perry, it amends the definition of abuse under Texas Family Code to include administering or consenting to a child’s use of puberty suppression treatment, hormones or surgery for the purpose of gender transitioning.

California adopted the ban in 2017 after Texas allowed state-funded foster care and adoption agencies to deny services to LGBT+ parents due to religious beliefs. “Discriminatory laws in any part of our country send all of us several steps back,” said then-California attorney general Xavier Becerra as it was introduced. “That’s why when California said we would not tolerate discrimination against LGBTQ members of our community, we meant it.”
