A police reform bill passed the Maryland General Assembly Wednesday, giving control of the Baltimore Police Department back to the city.Passing through the state legislature is the first step, now Baltimore City voters will get their say.The BPD has been mostly under the state s control since 1860, now Baltimore City voters will decide if that should continue.State senators in Annapolis unanimously approved legislation Wednesday that would give full control of the BPD to the city, a move that bill co-sponsor Sen.
