Still no charging decisions in 2017 Glendale taser in groin case

Almost four years after the incident, local and federal prosecutors have yet to make charging decisions in separate criminal investigations against a Glendale officer accused of tasering a handcuffed man in the groin and lying about the nature of the traffic stop.
The United States Attorneyâs Office for the District of Arizona and the Arizona Attorney Generalâs Office both told ABC15 their individual cases against former Glendale police officer Matthew Schneider remain under review.
The troubling incident immediately drew national attention and outrage.

GLENDALE, Arizona It’s been almost 7 years since police arrived on the doorstep of Michelle Cusseaux’s apartment.
Her mother had called police to give her daughter, who suffered from multiple mental illnesses, some help.
Instead, Cusseaux was shot and killed by Phoenix police as they say she came at them with a hammer.
“A person with a mental illness, said Cusseaux s mother, Frances Garrett. You know you kinda come prepared for that. You don’t come with guns drawn, guns at her door. They sent the help that ended her life.

Phoenix resident Mariano Villegas was shot by a Glendale police officer on May 3 and later died after police said he broke into a home at 59th and Northern avenues and barricaded himself in the garage, said Officer Tiffany Ngalula with the Glendale Police Department.Â
The officer who discharged his weapon has been placed on administrative leave, which is standard practice in this situation. The investigation is ongoing.Â
The incident began when patrol officers responded to a burglary alarm call. The alarm company also notified the homeowner, who contacted a family member to respond to check on the home.Â
The family member arrived prior to police and located an unknown adult male inside of the property. Officers arrived on scene and could hear a car horn going off inside the garage. They located the suspect barricading himself inside a vehicle parked in the garage. The suspect shouted to officers they were going to have to shoot him.Â
