Proposed substance abuse treatment center triggers opposition in East Springfield neighborhood

SPRINGFIELD A proposed substance abuse treatment center on Cottage Street drew sharp opposition Monday during a City Council hearing, including an abutting church and the East Springfield Neighborhood Council.
Recovery Connection Centers of America Inc., defended its request for a special permit, seeking to open the treatment center at 281 Cottage St., saying it was an appropriate use within an industrial park, would not harm the area, and would not include overnight stays.
Several members of the Cottage Hill Church, which abuts the center and has a connecting parking area, telephoned the council in advance of Monday’s meeting to state their opposition. The council heard the recorded messages also received some letters of opposition, as allowed during meetings held remotely due to the coronavirus pandemic.
