The idea is to keep so-called e-cigarettes out of the hands of people under 21. That’s the age limit to buy tobacco products in Oregon.
Sen. Kathleen Taylor, D-Portland, said face-to-face sales are the most effective way of ensuring the purchaser’s age.
“No matter how much so-called proof is required to make a purchase online, remote sellers cannot adequately verify the age or identity of remote purchasers, she said. They also cannot verify that the products are being delivered to people who are old enough to legally use them.”

Officially named Senate Bill 649, Baileyâs Bill increases penalties for criminal sexual contact with an underage victim if the offender is the victimâs teacher. Currently, a coach convicted of sexual abuse in the third degree receives harsher penalties than a teacher who commits the exact same crime. The legislation is named for Weston-McEwen High School student Bailey Munck, who testified on March 25 to the Oregon Senateâs judiciary committee, telling of sexual abuse in 2019 during a volleyball road trip by Andrew DeYoe, an English teacher and scorekeeper for the volleyball team.

Senate Bill 259 moved to the House on a 29-0 vote Thursday, May 13. It would align deadlines for congressional redistricting with the new deadlines that the Oregon Supreme Court set for redrawing legislative districts.
For both legislative and congressional districts, the U.S. Census Bureau has told states that it will be mid to late August before states receive census-block data used to redraw maps to make district populations substantially equal. The normal deadline for delivery of that data is March 30.
