The owner of the north Fort Collins mobile home park, 400 Hickory St., agreed in March to sell the park to a corporation for about $23 million. Residents of the 205-unit park are working with nonprofit Thistle to secure financing for a counter-offer on the park.
The goal of resident-owned communities (ROCs) is to give park residents more agency in their communities. ROCs form community cooperatives where each resident owns an equal share of the land under their homes, giving them more control over lot rent and park upkeep and preventing unwarranted evictions.
The residents offer will need to compete with the corporate offer of $23 million. They have until June 1 to submit their offer before the park owner is legally allowed to accept the corporate offer. That s in accordance with a state-mandated minimum 90-day window for mobile home park residents to assemble their own offer if their park is being sold.
Fort Collins City Council approved a new policy for metro districts, potentially bringing some clarity to a development discussion that has been a source of disagreement for the last two years.
Metro districts allow developers to increase property taxes of a development’s eventual residents to help fund infrastructure costs. The approach is controversial because, left unchecked, poorly managed metro districts can lead to significant tax burdens on residents.
Proponents of metro districts say the funding lowers the barrier to entry for development, which has grown increasingly expensive, and presents the city with an opportunity to incentivize things like affordable housing, energy and water efficiency, and neighborhood livability.
Fort Collins voters approved a ban on single-use plastic bags at large grocery stores and a 12-cent fee for paper bags.
About 59% of voters (23,657 votes) favored the ban, according to unofficial results posted by the City Clerk s Office about 12:40 a.m. Wednesday.
The ban will take effect in May 2022 and could be expanded to include other retailers, restaurants and single-use plastics in the future. The paper bag fee will be split 50-50 between the retailers charging the fee and the city, which would use its share to monitor and enforce the policy and provide reusable bags to lower-income households.
The plastic bag ban only applies to point-of-sale bags the kind used to bag groceries at large grocers. A large grocer is defined as a grocery store at least 10,000 square feet in size selling all or at least four of the following item types: staple foods, meat, produce, dairy products, frozen foods or other perishable items primarily for human consumption. Fort Collins City Council won t appeal a judicial ruling on the Hughes Stadium ballot measure.
In a 4-3 vote at their Tuesday meeting, council members decided not to appeal the Larimer County District Court ruling that set the ballot language for the April 6 election. The ballot measure, if approved, will require the city to zone the former Hughes Stadium site as 100% open lands and attempt to purchase it from the Colorado State University System.
The city requested judicial review of the part of the ballot measure that would direct Fort Collins to try to buy the land. City attorney Carrie Daggett and some council members questioned whether a directive to purchase land is an administrative matter, which is legally inadmissible in a ballot measure.

The City of Fort Collins and Larimer County is now accepting applications for an opening on the Poudre River Library District Board of Trustees to fill a vacancy on the volunteer board that governs the district.
Trustees serve terms spanning four years, providing policy oversight and supervision of the libraries within the district, including the budget. The volunteer board consists of seven members.
Those interested in applying are required to be residents within the Library District’s legal service boundaries. The deadline for the application is Friday, March 5, at 12 pm.
