LOVELAND, Colo. It s been more than a year since officers from the Loveland Police Department wrestled a woman with dementia to the ground for shoplifting.
Now, the entire department will be subject to several independent reviews of policy and practice surrounding use of force.
Body camera footage of 73-year-old Karen Garner s arrest was obtained by 9Wants to Know on April 14, nearly 10 months after her arrest. She suffered shoulder and arm injuries and was held for five hours without treatment.

Family of the 73-year-old woman with dementia who was violently arrested last year by two former Loveland police officers say that day has changed her completely.
“She doesn t smile, since then, she just is so overwhelmed,” said Shannon Steward, Garner’s daughter-in-law. “We ve talked to her caretakers about PTSD from all of this, and it has truly changed the progression of how her dementia was going.”
