The Larimer County District Attorney on Monday announced an independent investigation of the forcible arrest by Loveland Police (LPD) of a 73-year-old woman in 2020.  Karen Garner was arrested last summer by LPD after allegedly shoplifting $14 worth of soda and laundry detergent from a Walmart in Loveland, according to a recent lawsuit filed by Garner s lawyer.

Reid Leos, 23, left his home on Prairie Hill Drive in Fort Collins on April 19 between 12 a.m. and 11 a.m. Leos has a developmental disability and the mental capacity of someone between 9-12 years old. He is 5-foot-11-inches, 155 pounds, with brown hair, blue eyes and some facial hair. His family is concerned for his safety, especially in light of the inclement weather. Leos is believed to be wearing a green beanie and shorts. He may be wearing a hoodie or sweatshirt and carrying a black duffle bag with Title in white lettering.

The woman’s arrest made news last week after an excessive force lawsuit was filed against the Loveland Police Department over the treatment of 73-year-old Karen Garner by officers, who allegedly suffered a dislocated shoulder and broken arm during the arrest last June in a field two blocks from her home in Loveland.
