Plans for a 19-storey apartment block and co-living scheme at the site of the former Player Wills factory in Dublin 8, have been given the green light by An Bord Pleanála.
The development by US property group Hines is among the first co-living schemes approved by the board since Minister for Housing Darragh O’Brien moved to ban their construction.
The application was submitted on December 16th, just days before the de facto ban on co-living developments came into force. Mr O’Brien in late November announced the ban on new co-living schemes, where shared kitchen and living facilities serve multiple en suite bedrooms. However, the ban was not signed into law until December 22nd.

Plans for 732 new residential units in the Liberties will be met with local outrage according to a City Councillor.
Developers Hines and APG have submitted proposals to refurbish the Player Wills factory building on the South Circular Road, and add on to it.
Those new builds will be between 2 and 19 storeys in height, with two new parks alongside them.

This will be the second of three proposed planning applications connected to the redevelopment of the former Player Wills and Bailey Gibson sites
US property group Hines and its Dutch partners APG are seeking permission from An Bord Pleanála to construct 732 new residential units and two parks at the Player Wills site in Dublin 8.
The application also proposes the retention and transformation of the former Player Wills Factory into a new mixed use space as part of a major rejuvenation project proposed for the overall site.
This will be the second of three proposed planning applications connected to the redevelopment of the former Player Wills and Bailey Gibson sites, which was purchased by Hines and APG in December 2018.
