Catharine Young, executive director of the New York State Center of Excellence for Food and Agriculture at Cornell AgriTech and a former New York state senator representing Chautauqua and Cattaraugus counties, will present the keynote address during Jamestown Community College’s virtual commencement ceremony May 14.
A longtime champion of agriculture and economic development, Young was named to her current post in March 2019, and oversees a business hub that connects startups and established food, beverage and agriculture technology companies with the resources they need to succeed.
Prior to her role at Cornell, Young served for 20 years in the New York State Legislature representing Western New York. A passionate voice for rural communities, she rose to a top leadership post in the state Senate and made history when she became the first woman to chair the powerful Senate Finance Committee. Strengthening Kendra’s Law is one of the few areas Gov. Andrew Cuomo and state Sen. George Borrello can find common ground.
Unfortunately for Borrello, Cuomo and his fellow Democrats were unable to find common ground on proposals to strengthen Kendra’s Law, with legislative Democrats choosing instead to establish crisis stabilization centers and reject Cuomo’s proposed changes to Kendra’s Law and standards for involuntary admission to an Office for Mental Health inpatient facility.
Not only was Kendra’s Law championed by Borrello’s predecessor, former Sen. Catharine Young, but Borrello personally knew Kendra Webdale, the Fredonia woman for whom the law is named.

During a blustery, bone-chilling February morning last year, U.S. Sen. Charles Schumer was joined by about a half-dozen north county veterans as he called for additional health-care assistance for those who may have been touched by Agent Orange during their service to the United States in Vietnam. As winds whipped across Memorial Park right off Lake Erie in Dunkirk, elected officials who joined him also spoke briefly in doing their best to keep the event moving.
