TUGUEGARAO CITY, Cagayan: The ground breaking ceremony for the rehabilitation of the Caritan-Balzain creek was led by Rep. Jojo “Pulsar” Lara on Tuesday, December 15. In a media briefing, Lara said this project was given priority to solve the flooding problem of Tuguegarao. “We have given this project priority because it could solve the flooding problem in our villages,” he said in Filipino. He added that this project has long been overdue and had been an approved infrastructure project of this district but was delayed by the coronavirus disease 2019 pandemic. He noted that funding has been derived from the Bayanihan 1 and Bayanihan 2 appropriations with P35 million initially earmarked for the project. Lara said the Balzain-Caritan creek is this city’s natural waterway, traversing Barangay Balzain to Caritan Sur, Centro and Norte, Atulayan and Pengue Ruyu. The project will connect this waterway to Annafunan and Linao for the water to exit to the Cagayan River.

No foreign contractors will be allowed to dredge the Cagayan River even for free, Department of Environment and Natural Resources Secretary, Roy Cimatu, said last week.
“We have a ruling that there will be no foreign contractors here, they should be all Filipinos who have a construction company and this is really a part of our river restoration projects all over the country,” said Cimatu.
“This is not only in Cagayan River, all rivers that need to be restored, we are allowing contractors to dredge the river for free but they can get their – whatever stunts they will be able to get there – so they can also recover their cost of dredging.”

Updated December 20, 2020 9:36am Parts of Cagayan River reached the above critical level on Sunday morning, and widespread flooding is possible, PAGASA said. In its 7 a.m. hydrological forecast, PAGASA said the upper, middle and lower portions of Cagayan River and their tributaries have reached the above critical level. The forecast is that the water level will continue to rise, which may lead to widespread flooding. PAGASA said moderate to heavy rains which may be intense at times will be experienced on Sunday over mainland Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, Aurora, Quezon, Bicol Region, and Kalayaan Islands due to Tropical Depression Vicky and the tail-end of a frontal system (Shear Line).
