For the last decade, members of Amalgamated Transit Union Local 1324 (ATU), which represents Chatham Area Transit (CAT) drivers, had been looking for engagement and transparency within the organization.
When Bacarra Mauldin took over as CEO in June 2020, union officials said she was not only transparent, but let their voices be heard.
“She basically gave us a seat at every table, meaning we were included on leadership calls within the company. She was very transparent with us and we had been looking for that for years. A lot of times, we didn t know what was going on within the company,” said Courtney Wingster, president of ATU Local 1324, which represents nearly 130 CAT employees.
Chatham Area Transit board names interim CEO

After about 22 minutes of executive session, the Chatham Area Transit (CAT) board of directors named CAT Outreach Manager Valerie Ragland as interim CEO until a permanent replacement for Bacarra Mauldin can be found. The board abruptly terminated Mauldin on Tuesday.
Ragland does not come into the position void of experience, according to board chairman Deidrick Cody.
“We welcome Valerie in this new position with nearly 34 years of experience, and several positions at Chatham Area Transit. Valerie Ragland, epitomizes the mission and values of Chatham Area Transit. She s often said, this is not a job, but a mission to serve others in our community,” Cody said.
Following her abrupt termination by the Chatham Area Transit (CAT) board of directors on Tuesday, former CAT CEO and Executive Director Bacarra Mauldin has accused the board of disregarding both CAT and Federal Transit Authority procurement rules and violating Georgia s Open Meetings Act.
Mauldin, who issued an exclusive statement to the Savannah Morning News on Tuesday evening, also alleged the mismanagement of COVID-19 CARES Act funds by former CAT executives. Her statement did not identify the executives. Since my arrival at CAT, I have been a target because I was cleaning up the mess I found and discovering inconsistencies in the way funding was being managed, the statement reads.

Before voting to terminate Chatham Area Transit (CAT) CEO and Executive Director Bacarra Mauldin earlier this week, the board of directors in general had lost confidence in her ability to lead the agency, according to CAT Board Chairman Deidrick Cody.
“It is unfortunate that this is the outcome of this situation, but I want to assure CAT employees, our riders and the community that this board is committed to moving CAT forward in a positive way,” Cody said in a statement released by CAT Thursday afternoon.
Cody added that the board did not make the decision to terminate Mauldin lightly and is addressing the concerns of its employees, stakeholders and the community.
