Massachusetts House, Senate differ on public access to legislative testimony Updated Feb 24, 2021; By Matt Murphy | State House News Service House leaders have put together a package of rules to govern how joint committees and the two legislative branches will work together over the next two years, recommending a different approach from the Senate to how committees should share written testimony, publish votes online and advise the public of upcoming hearings. The proposal drafted by House leaders shortens the required window for advance notice of a committee hearing from one week in the Senate proposal to 72 hours, and it does not require that public testimony submitted electronically to a committee be made available to the public if requested.

The first period of freedom began with the decision of a St. Louis jury in January 1850 and continued until March 1852. During that time, Scott and his wife, Harriet, were emancipated because Missouri law recognized they were freed when their owners took them into territory where slavery was prohibited by state and federal law. That changed when their case reached the Missouri Supreme Court. With three members elected by popular vote for the first time in the state’s history and growing national agitation over slavery, the court, in a 2-1 decision, overturned all standing precedent and returned the couple to bondage.

The three drafts filed by the Temporary Rules Committee Senate Rules (S 10), Joint Rules (S 11), and COVID-era Emergency Rules (S 12) also address the Legislature’s committee structure as the branches look to set up those panels with the bill-filing deadline approaching on Feb. 19.
